On 31 October 2018, The Department of Immigration, Refugees and Citizenship Canada (IRCC) released the 2019-2021 Immigration Levels Plan and announced  plans for significant increases in the total number of permanent residents to be admitted to Canada over the next three years. In 2019, the Department expects to welcome between 300,000 and 350,000 new permanent residents, which is the highest level in recent history. Moreover, this plan includes raising immigration levels to between 310,000 and 360,000 in 2020. According to the plan, Canada allocated 20,500 spots for the Parents and Grandparents Sponsorship in 2019, and 21,000 in 2020 and 2021. The quota for the spousal and child sponsorship for 2019 is 68,000 candidates, and 70,000 for 2020 and 2021. In addition, Immigration, Refugees and Citizenship Canada (IRCC) also allocated 4,250 spots for Immigration based on Humanitarian and Compassionate grounds in 2019.
